Harbhajan Singh scripted the perfect comeback story by bowling India to a convincing 90-run win over England in a Group A encounter at the R. Premadasa Stadium here Sunday night.

Harbhajan, playing his first international match in over a year, took four for 12 in a brilliant spell of spin bowling with Piyush Chawla (2-13) partnering him.

Good contributions from Gautam Gambhir (45) and Virat Kohli (40) at the top of the order propelled India to a fighting score of 170 for four. England were at sea against the Indian bowling and were bowled out for a paltry 80 in just 14.4 overs.

With both teams having qualified for the super-eights, India made four changes to the team that beat Afghanistan in their previous match.

Having being put in to bat, India surprisingly opened with Irfan Pathan (8) with Virender Sehwag being rested. The gamble though didn't pay off as the all-rounder was castled by pacer Steve Finn.

Kohli, who scored a half-century in the previous game, again looked in great touch. Along with Delhi companion Gambhir, he forged a 57-run stand for the second wicket.

Graeme Swann in a fine spell of off-spin bowling got rid of the dangerous Kohli, holed out at deep mid-wicket.

Rohit Sharma's heroics late on gave India the impetus to post a good score on a slowish pitch.

Like in their previous match against Afghans, England lost a wicket in the first over of their innings. Alex Hales (0), facing only his second ball, tried to hoick the ball onto the leg side but completely missed Pathan's in-swinging delivery.

Craig Kieswetter (35) hit a couple of sixes to bring the English back into contention. However, with the introduction of spinner Harbhajan, England's slide began.

Poor shot selection coupled with an inability to play spin bowling saw England reduced to 60 for eight in the 12th over.

Pathan took two wickets upfront while Ashok Dinda picked up a wicket late on as England recorded its lowest T20 total.

Increase in metal concentrations in Rocky Mountain watershed tied to warming temperatures

ScienceDaily (Sep. 9, 2012) ? Warmer air temperatures since the 1980s may explain significant increases in zinc and other metal concentrations of ecological concern in a Rocky Mountain watershed, reports a new study led by the U.S. Geological Survey and the University of Colorado Boulder.

Rising concentrations of zinc and other metals in the upper Snake River just west of the Continental Divide near Keystone, Colo., may be the result of falling water tables, melting permafrost and accelerating mineral weathering rates, all driven by warmer air temperatures in the watershed. Researchers observed a fourfold increase in dissolved zinc over the last 30 years during the month of September.

Increases in metals were seen in other months as well, with lesser increases seen during the high-flow snowmelt period. During the study period, local mean annual and mean summer air temperatures increased at a rate of 0.5 to 2.2 degrees Fahrenheit per decade.

Generally, high concentrations of dissolved metals in the Snake River watershed are primarily the result of acid rock drainage, or ARD, formed by natural weathering of pyrite and other metal-rich sulfide minerals in the bedrock. Weathering of pyrite forms sulfuric acid through a series of chemical reactions, and pulls metals like zinc from minerals in the rock and carries these metals into streams.

Increased sulfate and calcium concentrations observed over the study period lend weight to the hypothesis that the increased zinc concentrations are due to acceleration of pyrite weathering. The potential for comparable increases in metals in similar Western watersheds is a concern because of impacts on water resources, fisheries and stream ecosystems. Trout populations in the lower Snake River, for example, appear to be limited by the metal concentrations in the water, said USGS research biologist Andrew Todd, lead researcher on the project.

"Acid rock drainage is a significant water quality problem facing much of the Western United States," Todd said. "It is now clear that we need to better understand the relationship between climate and ARD as we consider the management of these watersheds moving forward."

Warmer temperatures and earlier snowmelt runoff have been observed throughout mountainous areas of the western United States where ARD is common, but it is not known if these changes have triggered rising acidity and metal concentrations in other "mineralized" watersheds because of lack of comparable monitoring data, according to the research team.

CU-Boulder Professor Diane McKnight, a collaborator on the project, has generated much of the upper Snake River data through research projects conducted with her students since the mid-1990s. McKnight said students in her environmental engineering and environmental studies classes like Caitlin Crouch -- a study co-author who received her master's degree under McKnight -- are highly motivated to understand ARD problems.

"Students can see that their research will have direct applications to addressing a critical issue for Colorado," said McKnight, professor in the civil, environmental and architectural engineering department and a fellow in CU's Institute of Arctic and Alpine Research.

In cases where ARD is linked directly with past and present mining activities it is called acid mine drainage, or AMD. Another Snake River tributary, Peru Creek, is largely devoid of life due to AMD generated from the abandoned Pennsylvania Mine and smaller mines upstream and has become a target for potential remediation efforts.

The Colorado Division of Reclamation Mining and Safety, in conjunction with other local, state and federal partners, is conducting underground exploration work at the mine to investigate the sources of heavy metals-laden water draining from the mine entrance. The new study by Todd and colleagues has important implications in such mine cleanup efforts because it suggests that establishing attainable cleanup objectives could be difficult if natural background metal concentrations are a "moving target."

A study on the subject was published in the journal Environmental Science and Technology. Other collaborators include Andrew Manning and Philip Verplanck of USGS. The data analyzed for the study came from INSTAAR, the USGS and the U.S. Environmental Protection Agency.

Introduction

Domestic violence is also known as spousal abuse, domestic abuse, intimate partner violence (IPV) or child abuse. It is therefore defined as abusive behaviors by either one or both partners in a relationship. Such intimate relationships include: family, dating, marriage, cohabitation or friends. Domestic violence take many forms such as physical aggression or abuse (biting, kicking, throwing objects to a partner, hitting, restraining, slapping, shoving), or threats, stalking, intimidation, dominating or controlling, sexual abuse, emotional abuse, economic deprivation and passive abuse which is also known as covert abuse such as neglect. These abuses if constantly repeated can lead to self harm, mental illness and an attempt to commit suicide.

Drug abuse is also known as substance abuse; it is referred to as a maladaptive behavior of the use of drugs and alcoholic substance that is dependent. Some of the drugs which can be abused include: bhang, cocaine, alcohol, methaqualone, benzodiazepines, opioids and amphetamines among others. Using these drugs regularly can lead to permanent addiction, social, physical and psychological harm which can be irreversible if not treated at the early stages.

According to the research conducted, drug and alcohol abuse have a direct correlation between these emerging domestic violence issues. The research findings indicated that, domestic violence is caused by high rates of drug and alcohol abuse used by these violent and arrogant people. Batterers abuse drugs and alcohol which in turn increase the probability of domestic violence. Drug abuse and domestic violence interact and they are correlated hence both of them should be addressed simultaneously. A few cases of domestic violence can offer adequate guiding and counseling or health services programs for drug and alcohol abusers.

Spousal abuse

Spousal abuse is a wider issue including sexual abuse, psychological abuse or emotional abuse, verbal abuse, financial abuse, economic abuse and physical abuse. The research shows that the perpetrators of spousal abuse can either be the female or male as can be the victims. However, most of the data collected after conducting research shows that, abused victims are mostly female and battered men cases are rare. Drug abuse was rated as the major cause of this problem brought about by the abuse of drugs. A partner who is abused can become lame, die and lack social power of interaction hence staying an isolated life from his or her friends.

Gender of assailant

In most cases, women fall victims of murder by an intimate partner either in a marriage, cohabitating, dating or in a friendship. A research conducted in United States of America (USA) shows that; out of 1,642 cases reported, three quarter (1,218) are female and only 424 are male who are killed by their intimate partner. This is regardless of which partner (male or female) started the violence. According to the analysis done by Dr. Martin, F. from California State University in the department of Psychology, it indicated that women are more physically aggressive than their male counterparts in the relationship. However, research carried out by Kimmel Michael found out that, men are the main cause of domestic conflicts and violence; because women overestimate the use of violence as men underestimate it. On the other hand, the National Institute of Justice on its studies found out that, men are abused by women equally or even more than they abuse women. In both studies, it does not give facts on who started or initiated the violence or conflict.

Straus and Gelles found out that, domestic violence resulting from drug abuse is usually mutual with both partners brawling and responding equally. Women have been known to use weapons while fighting (domestic violence) whether by throwing frying pans, plates, cups or mugs. It has also been proven that, women can seek assistance from other people if they are determined to kill their intimate spouse; however, such incidences are not counted as domestic violence but murder. There are three common types of domestic couple violence associated with drug abuse and these are: common couple violence (CCV), violent terrorism (IT) and mutual violent control (MVC). The common couple violence arises when either of the partners or both try to control the behavior of his or her spouse lashing out at the other partner with hostility. Intimate terrorism is more common type of violence and it is not mutual hence will involve serious injuries and bruises. It may include psychological and emotional abuses if one partner is dominant and he or she is under the influence of drugs.

Causes of drug and alcohol abuse on domestic violence

There are many causes associated with drugs abuse that make people to indulge in drugs. As it is said that, bad company ruins good moral; many people have confessed that their friends introduced them to take drugs. With the influence of drugs, people become aggressive and violent especially to their intimate partner, children, friends and their boyfriend or girl friend. Research has shown that, some people can decide to use drugs because of stress, hard economic times, and depression or lose of a partner or a parent who was a sole bread winner.

Effects of drug abuse and alcohol on domestic violence

Drug abuse has negative impacts to the people and society. There are no positive effects though some people believe that, some of the drugs are medicinal in nature and can cure some illnesses. People who are drug addict have been known to cause violence especially to their partners. This is evidenced between a wife and a husband where one of the partners can be battered or abused by the other. This has been proven to increase levels of stress and depression in the family.

Due to misunderstanding, conflicts and fights between the wife and husband, will affect the children either directly or indirectly. The children will not get the attention, care and love or affection they need. Due to the influence of drugs, a partner in an intimate relationship may be killed, bruised or injured. In most countries, due to constant abuse (sexual or physical abuse) some married couples have divorced, some broke up their friendship or courtship before getting married. Under such circumstances, children schooling will not perform as expected and others may drop out because the parents are no longer responsible to pay school fees and to provide school uniforms. If children are not taken care of, they will loose hope and in the long run indulge in drugs hence causing more problems to the society, family and their bodies. Because the children lack basic needs, they will do anything bad to get some money to buy food including stealing. Insecurity will increase theft and robbery with violence and rape cases will rise due to lack of morals due to drugs influence. It is therefore clear that drugs and alcohol affects people?s health and causes disunity and tension in families.

Possible solutions

Many people especially the medical experts have suggested some possible solutions to this problem. For those who are already addicted with drugs, rehabilitation centers or institutions should be established. Such rehabilitation centers will assist those who are chronic because proper medical attention will be provided by qualified physicians.

Parents have a greater responsibility to take care of their children by instilling discipline and good morals in them. Responsible parents will discipline their children with an aim of correcting them when they do anything wrong. This will ensure that children will not associate with some people or friends with bad habits such as smoking, taking alcohol or other drugs such as cocaine and bhang.

In every society or community, there are morals, norms and rules which must be adhered to by all people. These morals and norms forbid immoral actions such as drug abuse and domestic violence. Religious institution must start guiding and counseling programs so as to guide and counsel people with psychological problems associated with drugs and domestic violence. Guiding and counseling programs should be supported by the government by ensuring that every village has atleast two qualified guiding and counseling experts.

The government should enact stringent laws to punish those involved in drug trafficking in the country. Those got engaging in domestic violence acts such as battering, sexual harassment, biting and beating must face the law and be a lesson to them and deter others from doing the same. The health department should also play a major role in educating people in villages and all learning institutions on the effects of drugs and alcohol on their health.

New DNA encyclopedia shows complex inner workings

(AP) ? A colossal international effort has yielded the first comprehensive look at how our DNA works, an encyclopedia of information that will rewrite the textbooks and offer new insights into the biology of disease.

For one thing, it may help explain why some people are more prone to common ailments such as high blood pressure and heart disease.

The findings, reported Wednesday by more than 500 scientists, reveal extraordinarily complex networks that tell our genes what to do and when, with millions of on-off switches.

"It's this incredible choreography going on, of a modest number of genes and an immense number of ... switches that are choreographing how those genes are used," said Dr. Eric Green, director of the National Human Genome Research Institute, which organized the project.

The work also shows that at least 80 percent of the human genetic code, or genome, is active. That's surprisingly high and a sharp contrast to the idea that the vast majority of our DNA is junk.

Most people know that DNA contains genes, which hold the instructions for life. But scientists have long known those genetic blueprints take up only about 2 percent of the genome, and their understanding of what's going on in the rest has been murky.

Similarly, they have known that the genome contains regulators that control the activity of genes, so that one set of genes is active in a liver cell and another set in a brain cell, for example. But the new work shows how that happens on a broad scale.

It's "our first global view of how the genome functions," sort of a Google Maps that allows both bird's-eye and close-up views of what's going on, said Elise Feingold of the genome institute.

While scientists already knew the detailed chemical makeup of the genome, "we didn't really know how to read it," she said in an interview. "It didn't come with an instruction manual to figure out how the DNA actually works."

One key participant, Ewan Birney of the European Molecular Biology Laboratory in Hinxton, England, compared the new work to a first translation of a very long book.

"The big surprise is just how much activity there is," he said. "It's a jungle."

The trove of findings was released in 30 papers published by three scientific journals, while related papers appear in some other journals. In all, the 30 papers involved more than 500 authors. The project is called ENCODE, for Encyclopedia of DNA Elements.

The human genome is made up of about 3 billion "letters" along strands that make up the familiar double helix structure of DNA. Particular sequences of these letters form genes, which tell cells how to make proteins. People have about 20,000 genes, but the vast majority of DNA lies outside of genes.

So what is it doing? In recent years, scientists have uncovered uses for some of that DNA, so it was clearly not all junk, but overall it has remained a mystery.

Scientists found that at least three-quarters of the genome is involved in making RNA, a chemical cousin of DNA. Within genes, making RNA is a first step toward creating a protein, but that's not how it's used across most of the genome. Instead, it appears to help regulate gene activity.

Scientists also mapped more than 4 million sites where proteins bind to DNA to regulate genetic function, sort of like a switch. "We are finding way more switches than we were expecting," Birney said.

The discovery of so many switches may help scientists in their search for the biology of disease, particularly common conditions such as high blood pressure, heart disease and asthma, scientists said.

Studies have found that DNA variations that predispose people to such common disease often lie outside the genes, raising the question of how they could have any effect. The new work finds evidence that many of these variations fall within or near regulatory regions identified by the ENCODE project, suggesting a way they could meddle with gene activity.

Another finding raises questions about just how best to define a gene, researcher Thomas Gingeras of the Cold Spring Harbor Laboratory in New York and colleagues suggest in their report in the journal Nature. The common notion that genes are specific regions of DNA that are separated from other genes "is simply not true," he said.

He and colleagues said it would make more sense to define a gene as a collection of RNA molecules instead of a particular location on the DNA.

Birney said that with the finding of widespread activity across a person's DNA, scientists will be debating how much of it is really crucial to life.

Still, "it's worth reminding ourselves that we are very, very complex machines," Birney said. "It shouldn't be so surprising that the instruction manual is really pretty fearsomely complicated."

California urges fed probe of eminent domain "threats"

NEW YORK (Reuters) - California Lieutenant Governor Gavin Newsom says he wants the U.S. Department of Justice to investigate "threats" against local communities that are considering using eminent domain to seize and restructure poorly performing mortgages to benefit cash-strapped homeowners.

Newsom sent a letter on Monday to U.S. Attorney General Eric Holder asking federal prosecutors to investigate any attempts by Wall Street investors and government agencies to "boycott" California communities that are considering such moves.

"I am most disturbed by threats leveled by the mortgage industry and some in the federal government who have coercively urged local governments to reject consideration" of eminent domain," he wrote in a letter that was also sent to Treasury Secretary Timothy Geithner and Federal Reserve Chairman Ben Bernanke.

Newsom, a Democrat who was previously mayor of San Francisco, warned the Securities Industry and Financial Markets Association in July to "cease making threats to the local officials of San Bernardino County" over a proposed plan to seize underwater mortgages from private investors.

Some towns in San Bernardino County, due east of Los Angeles, have set up a joint authority that is exploring the use of eminent domain to forcibly purchase distressed mortgages. Rather than evict homeowners through foreclosure, the public-private entity would offer residents new mortgages that would cut the size of the amount owed.

Newsom wrote that while he is not endorsing the use of eminent domain at this time, he wants communities in California to be able to "explore every option" for solving their mortgage burdens "without fear of illegal reprisal by the mortgage industry or federal government agencies."

He argued the mortgage crisis affecting jurisdictions like San Bernardino are local economic problems that require local solutions, and must therefore be managed without "undue" interference from the federal government.

SIFMA and other investment trade groups say such use of eminent domain is unconstitutional and could scare away future mortgage financing.

A spokeswoman for SIFMA declined to comment. A Justice Department spokeswoman did not respond to an email seeking comment.

Governments typically use eminent domain to seize properties to build highways and other public projects. The proposal to use it to help distressed homeowners has rankled some on Wall Street who invest in mortgage-backed securities and the real estate market.

Congresswoman Maxine Waters will host a panel discussion in Washington, D.C. on Tuesday that will examine whether eminent domain offers a feasible way to provide relief to struggling borrowers. Waters has not endorsed the use of eminent domain for principal reduction.

In his letter, Newsom said a New York-based hedge fund threatened via email, a company that was involved in a municipal program to purchase mortgage loans by using eminent domain. He did not name the hedge fund, but noted that the email had been sent to 21 other investment firms.

The letter quoted the unnamed hedge fund manager's email as saying: "This move to pick the pockets of investors in the mortgage market will have far-reaching implications on your business."

Iraq blasts kill 100 as VP gets death sentence

BAGHDAD (Reuters) - A series of bombs ripped through mainly Shi'ite Baghdad districts on Sunday after Iraq's fugitive Vice President Tareq al-Hashemi was sentenced to death, ending one of the bloodiest days of the year with more than 100 killed across the country.

The violence and the sentence for Hashemi, a senior Sunni politician, threatened to stoke sectarian tensions in Iraq where a Shi'ite-led government is battling political instability and a Sunni Islamist insurgency nine months after U.S. troops left.

Hashemi, a fierce critic of Shi'ite Prime Minister Nuri al-Maliki, fled Iraq after the authorities issued a warrant for his arrest in December, a move that risked collapsing a fragile power-sharing agreement among Shi'ite, Sunni and Kurdish blocs.

After Sunday's court ruling, car bombs tore through six districts around Baghdad, hitting a restaurant and a cafe. Another bomb went off in a busy commercial area, killing more than 50 people following bombs in other cities nationwide.

"I heard women screaming, I saw people running in all directions, chairs scattered in the street. My windows were blown out, my mother and two kids were injured too," said Alla Majid, still shaking after a blast in Baghdad's Sadr City.

Hashemi, who is unlikely to return to Iraq from Turkey, had accused Maliki's government of controlling the judiciary and of orchestrating a crackdown on Sunni opponents. He had refused to appear in a court he dismissed as biased.

He and his son-in-law were both found guilty in absentia of murdering a female lawyer and security official, Abdul-Sattar al-Birqdar, a judiciary spokesman said.

"This is a political decision. All our respect to the Iraqi judicial system, but this was political," said lawmaker Jaber al-Jaberi, a member of Hashemi's Sunni-backed Iraqiya party.

Hours before the sentence was announced, a wave of bombings and shootings had already killed at least 58 people and a car bomb had exploded outside a French consular office in Nassiriya in southern Iraq.

Since the last U.S. troops left, Maliki's Shi'ite-led government has been politically deadlocked and insurgents have continued to strike, hoping to ignite the kind of sectarian tensions that drove Iraq close to civil war in 2006-2007.

The most serious of the attacks happened near the city of Amara, 300 km (185 miles) south of the capital, when two car bombs exploded outside a Shi'ite shrine and a market place, killing at least 24 people, officials said.

With its main hospital overflowing with the injured, mosques in Amara used prayer loudspeakers to call for blood donations.

More were killed in bombings in the towns of Kirkuk, Baquba, Samarra, Basra and Tuz Khurmato, and there was also a strike on an army base and a bombing of security guard recruits for the Iraqi North Oil Company.

The car bomb outside the building housing the French consular office in Nassiriya, 300 km south of Baghdad, killed a police guard and wounded four, authorities said. The consul, an Iraqi citizen, was not at the office.

SECTARIAN TENSIONS

After the fall of Sunni dictator Saddam Hussein and the rise to power of Iraq's Shi'ite majority, many Iraqi Sunnis feel they have been sidelined.

Sunni politicians say Maliki is failing to live up to agreements to share power among the parties, a charge his backers dismiss, pointing to Sunnis in key posts.

When the Hashemi charges were announced, his Iraqiya party attempted a short-lived boycott of parliament and the Cabinet. But the party has since splintered further, strengthening the political hand of Maliki's Shi'ite coalition.

Heightened political tension is often accompanied by a surge in violence as Sunni Islamist insurgents try to capitalise on instability to strike at the government, local security forces and Shi'ite religious targets.

Violence in Iraq has eased since the dark days of sectarian slaughter that erupted a few years after the 2003 invasion to topple Saddam. But insurgents are still carrying out at least one major coordinated attack a month.

Infighting in the religiously mixed government, and a resurgence of a local al Qaeda wing, are raising fears of a return to wider violence, especially as Iraq is struggling to contain spillover from Syria's crisis over the border.

Iraq's local al Qaeda affiliate, Islamic State of Iraq, has claimed responsibility for major attacks on security forces and Shi'ite neighbourhoods. Former members of Saddam's outlawed Baathist party and other Sunni Islamist groups are also fighting the government.

(AP) ? When lawmakers return to Washington on Monday, they face big issues, including taxes, spending cuts and the prospect of a debilitating "fiscal cliff" in January. Yet Congress is expected to do what it often does best: punt problems to the future.

With Election Day less than two months away, their focus seems to be on the bare minimum ? preventing a government shutdown when the budget year ends Sept. 30.

Democrats controlling the Senate and their House GOP rivals also will also try to set up votes intended to score political points or paint the other side with an unflattering brush two months before the election. Their efforts are sure to be overshadowed by the presidential campaign.

Topping the agenda of substantive business is a six-month temporary spending bill to finance the government's day-to-day operations. The annual appropriations process on Capitol Hill collapsed about midway through the campaign season. The stopgap measure would give the next Congress time to fashion a full-year plan. There would be no more sure way of driving Congress' approval ratings even lower than for lawmakers to stumble into a government shutdown right before the Nov. 6 vote.

House Speaker John Boehner, R-Ohio, and Senate Majority Leader Harry Reid, D-Nev., hope to present the measure this week, with a House vote as early as Thursday. The measure also will ensure a steady flow of money into disaster aid accounts.

More challenging is what to do with one of the most significant pieces of leftover business, a five-year farm bill. It would overhaul crop safety net programs while funding the food stamp program that now provides assistance to more than 46 million people.

The current farm act expires at the end of September. House Republican leaders are wary of bringing the bill to the floor. It now appears that Congress will at most opt for a temporary extension of the old bill, including drought aid for livestock producers whose assistance programs expired last year.

But it's not certain lawmakers will do even that. Without a formal extension, food stamp and other nutrition programs would continue to function beyond Sept. 30. Most farmers would not be affected because the current farm bill covers 2012 crops regardless of when they are harvested.

The food and farm legislation has bedeviled House leaders because many GOP conservatives want deeper cuts to food stamps than Democrats, whose votes are needed to pass the measure, are willing to go for.

In all likelihood, political votes are on tap. New York Sen. Charles Schumer, a key Democratic Party strategist, wants a procedural vote on the House Republican budget plan written by Wisconsin Rep. Paul Ryan, the GOP vice presidential nominee.

"Let 'em embrace it again," Schumer said while making the rounds at the Democratic convention last Thursday.

In the House, Republicans promise a vote Friday on a bill called the "No More Solyndras Act," which would phase out Energy Department loan guarantees for solar and wind energy companies. It's unlikely to even get a vote in the Senate.

Solyndra Inc. went bankrupt last year after receiving a loan guarantee from the Obama administration, even as some White House aides raised red flags. The California company's failure left taxpayers on the hook for $500 million.

But after a full five-day workweek, House members could be packing up and leaving the Capitol by Friday evening to return to their districts to campaign. At most, they'll return the following week. The Senate is also likely to have a shortened September schedule.

What may be most noteworthy then about the abbreviated pre-election session is not what Congress is doing but the stack of must-do work that lawmakers are leaving unfinished until a postelection lame-duck session.

Topping the list is the expiration of the full menu of President George W. Bush-era tax cuts on Dec. 31. The resulting tax increases, when combined with more than $100 billion in automatic across-the-board spending cuts set to take effect at the same time, have become known as the fiscal cliff. Economists warn that unless Congress acts, the one-two austerity punch would send the fragile economy back into recession.

The automatic cuts are punishment for the inability of last year's deficit reduction "supercommittee" to strike a bargain to cut 10-year deficits by at least $1.2 trillion as promised by last summer's debt and budget pact. The Bush tax cuts were originally set to expire at the end of 2010 but were renewed two years ago. President Barack Obama promises to raise the top tax rate on upper bracket earners back to the Clinton-era level of 39.6 percent, up from 35 percent now.

Other pressing issues for the lame-duck session include averting an almost 30 percent cut in physicians' Medicare fees, the food and farm bill, passing the annual Pentagon policy bill, a Russia free trade bill and legislation to reform the Postal Service, which is now losing $25 million a day. Congressional inaction now would mean the Postal Service will default on a $5.5 billion payment into its pension fund that due at the end of the month.

Widowbird by Emma Gibson

A young woman, living in a kingdom divided by class, war and plague, discovers her tears have the power to heal.

From the pen of acclaimed Canberra playwright Emma Gibson, comes an ardent and impassioned fable moving from miraculous healing to ritual burning. Exploding with worlds and characters in opposition this riveting theatre work asks how healing turns into wounding.

There once was a bird. A sad, magical bird, doomed to never stop flying. Every beat of its wings caused it pain. But the bird flew. It flew until its useless legs dropped off. It flew ceaselessly towards its death.

Widowbird, developed through the Street Theatre?s Hive Writer?s program, is one of 100 new and original scripts from around the world selected for presentation at the 2012 Women Playwrights International Conference in Stockholm. Directed by New York stage director Joanne Schultz, this episodic play is a deeply charged, ensemble performance using stylized theatricality to create a world of invented antiquity and myth with live music by Stephen Fitzgerald.

An epic story of women and the need to be free of self-sacrifice, Widowbird is inspired by Antigone, Joan of Arc and A Thousand and One Nights and represents some of the best new theatre out of Canberra now.

Great Adaptations: Words to Image

This free exhibition of film posters highlights some of the many film adaptations from Australian novels and plays held in the National Film and Sound Archive?s extensive collection. Included are beautiful posters from films such as: The Silence of Dean Maitland (1934), Don?s Party (1976), The Getting of Wisdom (1978), The Chant of Jimmie Blacksmith (1978), Rabbit Proof Fence (2002), The Year of Living Dangerously (1982) and many more.

ANU Film Group

The ANU Film Group has been operating in Canberra for over 45 years and is one of Canberra?s worst kept movie secrets as, over the years, so many people have either been members, or have come along as guests to enjoy a movie or two.

The theatre is at the corner of Fellows and Garran Roads at the ANU, but everyone is welcome to come along?it?s a fun, community way to see movies on the big screen. And a big screen it is! The theatre is set up with an 8.5m wide screen, Dolby Surround Sound and screens movies from actual film.

The Loaded Gallery

Well over a decade of working collaboratively through the controversial issues of cultural ownership, Imants Tillers and Michael Nelson Jagamara in this exhibition, are for the first time bringing their stories together in The Loaded Gallery.

Michael Nelson Jagamara is best known for creating the iconic ?Possum and Wallaby Dreaming ? for the forecourt of Parliament House and Imants Tillers is one of Australia?s foremost contemporary artists.

Both artists have been practising for over thirty years, are considered highly innovative and this collaboration shows their capacity to cross cultural borders as well as artistic and stylistic genres, illustrating the reconciliatory power of collaboration.

Sydney Long : The Spirit of The Land

Sydney Long is Australia?s foremost Art Nouveau painter. His art flourished in the imaginatively stimulating atmosphere in Sydney in the 1890s and 1900s. One of his best-known works is By Tranquil Waters, 1894. The piece was a precursor to the paintings in which he peopled the Australian bush with mythological figures, painted in an Art Nouveau style.

This exhibition is only showing at Canberra?s National Gallery of Australia until 11 November. Such a focussed presentation, looking in depth at the best of Long?s paintings, watercolours and prints is the first major survey of his work for over forty years and promises much to kindle the visual imagination.

Lewin: Wild Art

Lewin: Wild Art surveys the life and art of John William Lewin (1770 ? 1819), the first non-convict professional artist living in Australia.

Arriving in Sydney in 1800, Lewin?s ambition was to collect, draw and publish Australia?s natural history for European audiences. The challenge of confronting the new environment ? where he found everything ?contrary to our knowledge in England? ? inspired his beautifully observed illustrations, which are undoubtedly Australian.

It includes both well-known and emerging artists, who have each produced outstanding sculptural works depicting a variety of animals.

Through these works, the artists share with us their cultural knowledge, expressions of identity and connections to country.

This exhibition highlights the sophistication and complexity of the art and culture of Australia?s Indigenous peoples.

Menagerie: Contemporary Indigenous Sculpture is an Object Gallery and Australian Museum Touring Exhibition and is showing at the?National Museum of Australia?until 14 October.

Political Porcelain

The?Museum of Australian Democracy?is hosting?Political Porcelain, featuring a selection of artworks by contemporary artist, Penny Byrne.

Byrne utilises objects familiar from mantelpieces, china cabinets and toy boxes to transform vintage porcelain into powerful works of political commentary. Her artworks convey her concern, anger or amusement. They voice her views on social justice, the environment, war and politics.

The work presented in Political Porcelain is ?a compelling illustration of the artist as activist.? Until 18 November 2012.

Russell Drysdale at War

The Australian War Memorial is paying tribute to one of Australia?s leading modernist painters, Sir Russell Drysdale, in a small exhibition, Russell Drysdale at War.

Drysdale is best known for his original interpretations of Australia?s outback landscape and its people of the late twentieth century, a period of great social change. During the Second World War he also produced a significant collection of works exploring the effects of war and the loneliness and displacement felt by many Australians based in rural communities.

At the AWM until 1 December 2012.

Nurses: From Zululand to Afghanistan

Discover the story of nursing in overseas conflicts at the Australian War Memorial. This important aspect of Australia?s wartime experience is often neglected. Many women served in dangerous conditions. Like other Australian service personnel, many paid the ultimate price.

The display draws on the Memorial?s rich collection of photographs, private records and personal objects to trace the involvement of nurses from the first known Australian contribution in the Zulu War of 1879 to operations in Afghanistan today.

On display until 17 October.

The Life of Patrick White

Celebrating the centenary of Patrick White?s birth, this exhibition showcases the Nobel Laureate?s achievements and his forceful presence in Australia?s cultural life.

Explore items from White?s personal collection, including letters, notebooks, paintings, photographs and unpublished manuscripts.

Discover new treasures as the National Library of Australia reveals more of its 10 million item-strong collection in the Treasures Gallery.

See manuscripts from authors and poets such as Christina Stead and Mem Fox; works from the Ducie collection of First Fleet art; and Norman Lindsay?s 1918 Fall-in recruitment poster for the Government of the Commonwealth of Australia.

Visitors will notice other changes, including pages turned on items such as the Draft Constitution, Keith Murdoch?s Gallipoli Letter, and new notes passed between Charles Kingsford-Smith and Charles Ulm in the flight cockpit.
